James Chong Lawyers was built around the sole practice established by James Chong in 1985. Today, carrying on the goodwill of James Chong, Denning Chong has become the Principal of the practice which was incorporated in 2005.

Denning Chong (LLB. Dist., B. Com, Notary Public, Reg Migration Agent)  (MARA No:  0209929)
Denning has been involved in complex and large scale property and commercial matters including sale and acquisitions of shopping centres, large industrial lands, development projects and apartment developments.
He also has extensive experience in commercial structuring advice, investment documentations, leasing and franchising issues and providing advice on complex funding and security documentations.
Denning has provided direct advice for Royal Bank of Canada (Asia), Bank of Queensland Morley, and various other institutions.
He represents Hiap Hoe Limited (SGX listed) in their interests in Australia and is a director of their Australian subsidiaries.  Hiap Hoe Limited has over $1 billion in their property portfolio in Australia.
He also represents the Australian interests for CP Group which is a significant Malaysian property developer and is a director of their Australian interests.    Similarly he represents  TS Holdings Ltd in their Australian interests, which is one of the largest Malaysian private companies

Denning is experienced in complex large scale design and construct leasing transactions which included sites involving Metalcorp Recyclers, Dan Murphy’s Liquor Shops, Kambo’s Electrical Stores.
Denning has represented various ASX listed companies in various commercial dealings and litigation matters - such companies include Top Iron Limited, Resource Mining Corporation Limited, Sultan Corporation Limited, Terrain Minerals Limited and Navigator Resources Limited.    Denning’s has over 10 years of litigation experience this allows Denning to provide a full spectrum of advice for his clients.

He has managed complex litigious matters, including criminal matters, defamation proceedings, and court matters in the Magistrates Court, District Court, Supreme Court, Family Court, Industrial Relations Court, Migration Review Tribunal, Builder’s Registration Board, Administrative Appeals Tribunal and the Federal Court.
Denning is also a Notary Public and a Registered Migration Agent and has in-depth experience in various migration and visa applications and visa-cancellation issues.  He is conversant in the Cantonese Dialect

Sue Thomson (Accredited Family Law Specialist)

Sue Thomson joined James Chong Lawyers as special counsel in Family Law on 1 November 2013. She is an accredited Family Law Specialist having attained this qualification first in Victoria in May 1995 and then in Western Australia in 2010. She brings over twenty years of experience to our team.

After graduating from Monash University in Melbourne in 1989 Sue was admitted to practice in the Supreme Court of Victoria and the High Court of Australia in May 1990. She completed articles with a preeminent Family Lawyer in a Melbourne law firm, and remained there for four years before being appointed a Honourary Lecturer in Law at Monash University in late 1992.  In March 1993, Sue commenced her own firm in Melbourne which she operated successfully for the next ten years.

Sue became interested in family law whilst doing her articles and has continued working primarily in this area and has undertaken matters including child related matters, child protection, violence restraining orders, child support, relocations, property settlements and de facto matters in the Family Court, Federal Magistrates Court, Local Court and the Children’s Court. Sue is also experienced in the preparation of Binding Financial Agreements for both married and de facto couples.

She has extensive advocacy experience and was successful when she appeared to defend an appeal regarding relocation brought before the Full Court of the Family Court.

Sue moved to Perth from Melbourne in 2008 and was admitted to the Supreme Court of Western Australia in June 2008.  She is also an accredited Mediator.

Edward Stanley (Barrister at Law (Lincoln’s Inn UK)) and Commissioner of the Supreme Court of Western Australia for Taking Affidavits)

Edward is a senior consultant to the practice and is a Commissioner for Oaths under the Supreme Court. He has over 20 years experience operating his own practice prior to joining James Chong Lawyers as a senior consultant. He specializes in family Law and litigation matters, and has extensive experience in divorce and division of assets issues, children orders, restraining orders and negotiations of financial binding agreements.

Emilia Oprandi (LLB, BA)

Emilia is the Lead Litigation Solicitor with James Chong Lawyers, having joined the practice in January 2010. Emilia has practiced law for more than over 15 years, specializing in commercial litigation and commercial work.

Emilia was a partner in her own practice at O’Toole & Oprandi for six years, and prior to joining James Chong Lawyers, Emilia was employed by Edith Cowan University in several positions including as the Senior Legal Officer and University Lawyer in the in-house counsel department for Edith Cowan University in WA.
Emilia has been involved in running large scale commercial litigation disputes and in commercial transactions.

Siao Yoon Wong (LLB, B.Econs) (Registered Migration Agent)

Siao Yoon is a solicitor with James Chong Lawyers, specializing in property and commercial transactions. Yoon has significant experience in both complex commercial and residential property transactions. She also has been extensively involved in drafting lease documentations as well as lending and security documentations.   Yoon is fluent in Mandarin.

Audrey Li (LLB)

Audrey is involved in our property, leasing and commercial division as well as estates and probate.  Audrey is a leader in our property transactions division.  Audrey also has extensive experience in probate and administration matters. Audrey is fluent in French.

Monica Stevens (LLB)

Monica practices and assists in our property, commercial and family law areas.  She has a keen interest in family law matters.

Cindy Ma (BA (CommSt) LLB)

Cindy joined our team in July 2013 and assists in a wide range of practice areas including migration, estates, family law, property and commercial work and commercial litigation.  Cindy also holds a Bachelor of Arts degree majoring in Communication Studies.  She is fluent in Cantonese.

Elaine Baldwin (LLB.,  B.Com, M.Tax)

Elaine Baldwin graduated from the University of WA (LL.B and B.Com) and was admitted as a Barrister, Solicitor of the Supreme Court of WA in 2000.

Elaine comes with a wealth of experience in Bankruptcy, Insolvency and Taxation litigation matters, being part of the Executive Level at the Australian Tax Office for the majority of her career.      Elaine has significant knowledge in tax, having completed her Masters in Tax.

Eddie Biggs (LLB. (Hons))

Eddie is our Lead Commercial Solicitor specialising in property and general commercial law.   He has broad experience in commercial and rural leasing, subdivisions and property development activities, including off-the-plan strata sales and complex conveyancing matters.

He has advised clients on a range of commercial documents and agreements including terms of trade and the implication of the introduction of the Personal Property Securities Act.

Eddie has acted for lenders, preparing loan documentation and dealing with loan defaults including acting for mortgagees in possession in the sale of property.

Prior to entering the law, Eddie had extensive experience with loan securities to the rural sector, and more recently, for several years he managed the commercialisation of intellectual property in the public sector.  This prior experience as well as his long experience at Landgate has greatly enhanced the development of Eddie’s legal legal skills.

In his spare time Eddie enjoys playing masters hockey.

Dr. Kevin James O’Toole (B.Ec., Bsc., LL.B, Ph.D. (UWA)) (General Counsel)

Dr Kevin James O’Toole has formal qualifications in Law, Science, Economics, Education and Classics.  He is admitted to practice as a Barrister and Solicitor in the Supreme Courts of Western Australia and Victoria.  In 2003, he established the Australian Institute of Comparative Legal Systems (AICLS) and has formed associations with European institutions including the Dutch Government’s Hague Institute for Internationalization of Law, and the Greek Government’s European Public Law Center (EPLC).  He represents the AICLS on the Board of Directors of the EPLC.  He is also legal counsel to the University of Western Australian and pursues academic interests in classical studies.

He has travelled extensively in what was the Greco-Roman world.  He has a special interests in the study of reconciliation of divergent legal systems and cultures.  In that context, he has written and had published works on international affairs with an emphasis on historical background, with some recent work published in Arabic under the translation of prominent Syrian scholar. Dr. Radwan Ziadeh.

Dr. O’Toole is the in-house General Counsel at James Chong Lawyers in areas of commercial and civil litigation, administrative law and human rights, and family law and town planning.
